FACTS:
On 01.05.2012 there were two major meetings with great posts organized by CNSM and Government (Meeting 1) on the one hand and the PC (meeting 2) the other. - CNSM + Government Meeting was held in Square between 10.00 - 16.00, concert was conducted between 10.00-11.30 (segment 1, with the number Maximum of 3000), public speeches executive and union representatives from 11.30-12.30 (segment 2, the maximum number of participants until 5000) still between 12.30- Concert held 16.00 Children (segment 3, maximum number of participants to 200). - PCRM meeting was held in the form of rally in the Square Academy of Sciences between 12.00 - 13.10, and as a march Blvd. Stephen the Great on the trail ASM-Square Theatre Opera and Ballet (without going into square) between the hours of 13.10 - 14.30. The meeting was attended by about 5-6 000 people. - Several representatives of the Association Safeguards protested near the Arc de Triomphe between the hours 12.30-12.50. The protest ended after the intervention of police officers, following amazed to stage approach.
FINDINGS:
Assemblies • Both meetings were held peacefully without major incidents that could disrupt the smooth development of freedom of assembly. • verbal clashes were observed, not was likely to disturb the peaceful conduct of any of the meetings. POLICE ACTIONS •
Police managed properly conduct meetings, mobilized sufficient forces which ensured public order and good the assemblies. • Police actions were planned in the an even more appropriate given that advice as to the Hall Government priority right CNSM and not comply with the requirements of the law on meetings (Manifestation of interference practice management). • Police maintained a dialogue with organizers, which favored the application of scenario development meetings that have were avoided any situation that could lead to degeneration meetings. • During intersection / meeting those two meetings, police tactics applied to discourage any intentional physical contact between participants at the two meetings. • Police actions were not likely to prevent the exercise of freedom of expression and meeting, police facilitated and promoted freedom of assembly impartially and professional.
