CReDO invites you to to the conference Promotion of independence of law enforcement institutions: Political commitments and international standards vs current practices




INVITATION

The Resource Centre for Human Rights (CReDO) invites you to take part in a work conference entitled Promotion of independence of law enforcement institutions: Political commitments and international standards vs current practices.

This conference is part of an initiative to promote depoliticisation, independence and transparency in the activities of the public institutions which are responsible for implementing policies, as prescribed by the Government’s Plan of Action for 2013-2015.  The initiative is supported by the Dutch Embassy.

The event will take place on Tuesday, September 24th 2013, from 1pm to 5pm, at the Jolly Alon Hotel (conference room, Maria Cibotari Street 37, Chişinău). 

The discussion held at the conference will be based on research on the Office of the Prosecutor, the National Anti-Corruption Centre, the Security and Intelligence Service, the National Commission for Integrity, the Centre for Human Rights of Moldova, the General Police Board and the Border Police, and to what extent they legally and institutionally comply with international standards.  The comparative analysis drawn between the current situation in the relevant institutions and international standards will rest upon a study of good practices and recommendations made by the United Nations, the Council of Europe, the European Union, the OECD and the World Bank. 

The conference programme will be divided into the following sessions (agenda and comparative analysis attached):

1.       Leadership and stability of the function: 1.1. Criteria for appointment, 1.2. Procedure and mandate, 1.3. Criteria for removal from office, 1.4. Procedure and criteria for deputy appointment and internal promotion

2.       Institutional Autonomy and Independence: 2.1. Legal guarantees for independence, 2.2. Operational autonomy, protection for interference from outside-political power, 2.3. Intra-institutional autonomy (legal and administrative) 2.4. Budgetary autonomy, 2.5. Budgetary adequacy

3.       External scrutiny and transparency: 3.1. Institutional reporting, 3.2. Sectorial competencies, 3.3. Internal performance review, 3.4. External reporting requirements, 3.5. Public information.

The conference will be followed by a series of discussions on how to develop practical measures to promote depoliticisation, autonomy and independence in the mentioned institutions. Reports are published on the site: www.CReDO.md.
