Policy analysis regarding persons with disabilities

Persons with various forms of disability (persons with disabilities) encounter numerous obstacles in achieving equality in society. The most serious problems include discrimination in access to public and social services, ignorance of the society, existence and perpetuation of prejudices regarding the role and type of social programs, unequal opportunities and possibilities for personal fulfillment.

This analysis discusses the general framework of policies regarding persons with various forms of disability in the Republic of Moldova. It also highlights the situation regarding the integration of persons with mental disabilities into society in the form of job offers and employment.

Although there are some relevant studies and researches, currently there is no analysis addressing the situation regarding persons with mental disabilities from the perspective of public policies. For this reason this study performs a classical analysis of the existing policies through comprehensive assessment of policy instruments in this field, analyzes policy inputs, various instruments, whether financial, social, etc., and assesses the expected results.

The study conducts a systematic comparison of the situation in this field with the existing policies and practices of the OECD countries, but also provides examples from the countries that are at comparable stages of development with the development of Moldova.
