Strengthening the climate of institutional integrity in Calarasi district
On October 14, 2020, CReDO in collaboration with the Calarasi District Council carried out two activities.
Greetings were given by Zinaida Țurcanu, Vice-President of the Calarasi District Council, Stela Pavlov, UNDP Representative for small project grants, and Olga Bîtcă, CReDO Project Coordinator. Below you can find more details about the projects.
The first activity brought together the mayors of Călărași district and aimed to strengthen the climate of institutional integrity within the mayoralties of Călărași district.
Vitalie Moisei, an expert and trainer in the field of strengthening public integrity, contracted by CReDO, discussed with mayors anti-corruption policies, especially referring to the hiring of public agents based on meritocracy and professionalism, avoiding conflicts of interest, declaring wealth and personal interests, inappropriate influences and the legal status of gifts. The mayors were extremely interested in the topics, addressing some specific situations.
I Example: The wife is employed as a secretary in the village council. At the time her husband was elected mayor in that village, the wife was on maternity leave. Now she has returned from vacation and is in the hierarchical subordination of her husband. What is the solution in this case?
II Example: The husband has been employed as a driver in the town hall for 10 years. His wife was elected mayor in that locality. When taking over the mandate, the mayor declared the situation to the National Integrity Authority, but did not receive an answer.
The second activity brought together the public agents from the Calarasi District Council, the heads of departments. The purpose of the activity was to raise the awareness regarding the denunciation of corruption and the protection of whistleblowers.
This activity was carried out in the form of simulation of concrete situations, as well as practical examples from the social sphere, with the visualization of informative graphic materials and videos made on the subject of integrity warnings. The theoretical part was provided by Olga Bîtcă, an expert in the field of whistleblowers, and the practical part, by Vitalie Moisei, integrity trainer, contracted by CReDO.

Also, the perception of corruption in Călărași district was probed sociologically, through a questionnaire, which can be found and completed at:

In total, 31 people participated. At the end of the activities, the participants thanked the organizers for interesting discussions with multiple practical examples from everyday life.
The event took place as part of the project "Progress and impediments in strengthening integrity in Orhei and Calarasi districts", implemented by CReDO under the Small Grants Program for alternative monitoring of sectoral and local anti-corruption plans of the project "Fight with corruption by consolidating integrity in the Republic of Moldova", implemented by UNDP Moldova with the financial support of the Norwegian Ministry of Foreign Affairs.
