Strategic Vision of the Social Sector in 2012. The Ministry of Social Protection, Family and Child

Understanding the causes and consequences of variation in wealth distribution is one of the most important objectives of the social sector. However, comprehension must be accompanied by a clear and accurate vision of the current situation in the perspective of Moldovas future actions.

This report aims to present current institutional framework and the policies applied in the context of a vision of future. It includes the description and analysis of the main policies of the sector and of the current institutional framework. Chapter II also focuses on the analysis of social protection budgets. Chapter III describes and estimates components, programs and visionary policies, as the social sector involves multidimensional actions at all levels of organization of management and finances. In this regard, it graphically represents the role and position of key decision makers of the social sector as they are and as they should be. Programs and subprograms divided by categories of beneficiaries, program packages, and the distribution of funds can be found in greater detail in the Appendixes.

This report has three objectives: 1) to understand the policies, programs and their goals for each beneficiary group in part (in terms of benefits, services, their management and partial efficiency); 2) to evaluate the efficiency and productivity of policies and programs; 3) to create the vision about future programs and policies, which could be focused on social development, more efficient and productive policies that would make a difference for beneficiary groups.
