Report on the Assessment of Institutional Capacities of the National Bureau of Statistics
The report aims to make a detailed analysis of the institutional
capacities of the NBS. This analysis is the basis for the development of the NBS
Institutional Development Plan. The NBS institutional capacity assessment
includes both the analysis of the external environment of the NBS and the
analysis of the institutions internal resources and capacities. Internal
analysis includes: business processes, products, human resources,
organizational culture, financial resources, and other components.
The main conclusions regarding the challenges of institutional
development are as follows.
The Governments global strategies indicate a strong emphasis on the generation of useful statistical data and information, accessible and simple, in order to improve the quality of policy decision making. The NBS has the most important role in the collection of data and official statistical information, which are important prerequisites in the formulation of public policies. The use of paper-based business processes and the use of outdated programs that do not allow easy access to micro-data reduce the efficiency of the institution and their easy use in the evaluation of policy decisions. There is excessive use of comprehensive data collection methods, inaccessibility of information on the methods and methodologies of collection and production of data. Publications are mostly on paper and in the electronic format that does not allow easy data analysis. Data are not disaggregated enough to be used in the analysis, especially in the assessment of policy impact. The availability and accessibility of disaggregated data and information is a critically important factor that represents the legitimacy and usefulness of the NBS for the society.
The main recommendations relate to improving the Mission, Vision, and Values of the NBS and to formulating the programmatic objectives that are contained in the sector strategy and the National Development Strategy. It is recommended to formulate objectives of institutional development consistent with conclusions. A set of recommendations has been formulated on improving the quality of products and services and on strengthening the sector position of the NBS. Institutional development objectives are as follows: modernization of business processes for the collection and production of information; strengthening of institutional capacities by reinforcing relevant skills; facilitation of greater accessibility to the data and information produced by the NBS. It is recommended to manage the institution by means of a portfolio of products that includes statistical products, methodological coordination products, and service provision products. The report also recommends an organizational structure involving the reorganization of raion divisions into 6-7 regional directorates and transformation of the rest into support services; creation of a methodology and quality assurance division; strengthening of the planning and audit division; strengthening of the human resources and legal division; consolidation of all other directions. At the same time, the new structure is seen only in the context of institutional reform and modernization of information.
