CReDO will monitor SNIA action plans in Calarasi and Orhei districts

Selected civil society organizations, winners of a small grants’ competition organized by UNDP, will monitor the way in which authorities from 13 districts implement the actions plans to the National Integrity and Anticorruption Strategy. At the same time, the NGOs will analyze how central authorities implement the sector anticorruption plans in customs and environment protection sectors. The monitoring results will be included in the alternative reports which will be presented to authorities, development partners and general public. This initiative is conducted in the framework of the “Curbing corruption by building sustainable integrity in the Republic of Moldova” project, implemented by UNDP with the support of the Norwegian Ministry of Foreign Affairs.

So, out of 15 project proposals, 8 were selected, considering their relevance, as well as methodology:

  1. “Association of Independent Telejournalists” – sector anticorruption plan in customs area;
  2. “EcoContact” – sector anticorruption plan in the environment protection area;
  3. “University Judicial Clinic” – local anticorruption plans in Soroca and Edinet districts;
  4. “Resources Center for Human Rights - CReDO” – local anticorruption plans in Orhei and Calarasi districts;
  5. Social Justice Center “EQUITY” – local anticorruption plans in Criuleni and Dubasari districts;
  6. Public Association “EcoContact” – local anticorruption plans in Stefan Voda and Causeni districts;
  7. IDIS “Viitorul” – local anticorruption plans in Ialoveni, Straseni, and Hincesti districts;
  8. “Association for Human Rights Lex XXI” – local anticorruption plans in Floresti and Drochia districts.

The winning NGOs obtained grants up to $10,000 for project proposals to monitor local anticorruption action plans and up to $15,000 – for sector anticorruption action plans.

Civil society organizations may contribute to preventing corruption, notes Olga Crivoliubic, Project Manager at UNDP Moldova: “NGOs have an important role in preventing corruption. Monitoring the way in which the anticorruption action plans are implemented, but also requesting transparency in the activities of public authorities, especially in corruption-prone areas, represent two basic tools. At the same time, civil society could contribute to raising public awareness about the corruption risks and may encourage and support disclosure of corruption acts”.

During a similar grants programme conducted in 2019, the winning NGOs developed alternative reports on monitoring five sector anticorruption action plans (administration of public property, public order, education, healthcare and health insurance, public procurement) and 10 local anticorruption action plans (in Falesti, Donduseni, Singerei, Cahul, Leova, Basarabeasca, Cantemir, Cimislia districts, Balti city and Gagauzia region).

“Curbing corruption by building sustainable integrity in the Republic of Moldova” project is implemented by the UNDP in partnership with the National Anticorruption Centre and the Ombudsperson Office, with the support of the Norwegian Ministry of Foreign Affairs. The project will be implemented during 2019-2021 and will develop the capacities of the stakeholders from the public and private sectors, as well as from other civil society organizations, for efficient implementation of corruption prevention tools and standards.
