Understanding the causes and consequences of variation in the distribution of wealth has one of the most important objectives of the social sector. But comprehension must be accompanied by a clear and accurate perspective on the current situation in prosective of Moldovas future action.
This report aims to present the current institutional framework and policies applied in the context of future prominent view. It includes description and analysis of key sectoral evaluation of policies and the existing institutional framework . Chapter II also focuses on the analysis of social protection budgets. In Chapter III , it is described and estimated components, programs and policies of vision, the social sector involving multidimensional actions at all levels of organization of management and finance. In this regard, it is represented graphically what is and which should be the role and the position key of the main stakeholders in the social sector decision. A more detailed programs and sub-divided by categories of beneficiaries and distribution finance software packages can be found in the Appendices .
The report has three objectives: 1) understanding of the policies, programs and their objectives for each group of beneficiaries (in terms of benefits, services, their management, partial efficiency), 2) evaluating the effectiveness and resultativity of policies and programs 3) The creation of vision about upcoming programs and policies should be focused on social development policies effective result and make a difference for the beneficiary groups.
